Pipe wall thickness calculate equation in ASME B31.3

Hi everyone :-)

I have one question about pipe wall thickness calculate equation.

When I have see ASME B31.3 Para. 304.1.2, I could find two equations (3a)&(3b).

My question is "What is different between them?"

When I can use eq.(3a) and when I can use eq.(3b)?

PLZ Help me.
