Pipe Undertolerance

When using pipe as a shell there is an option in Compress to turn off the 12 1/2% undertolerance. It was my understanding that we must always allow for this tolerance. When can this option used?
 
I always keep it on for new equipment design. I turn it off when I rerate old equipment because I get UT readings on the exact thickness.
