The table of standard pipe diameter and wall thickness is an ANSI specification, B36.10 for steel and B36.19 for stainless.

These tables are attached to ASTM pipe specifications as an appendix. They list nominal outside diameter and nominal wall. You need to read specifications to find the outside diameter tolerance. The minimum wall for almost all pipe is 12.5% less than the nominal.

Ask any of your pipe distributors, they will send you a pipe table with their name on the top of it.
