pipe penetration to steel tube

Hi everyone, I received a question from job site for drilling a 3" hole in a 6" wide tube steel header; it is pretty close (2') to the support. can I have them doing it without reinforcing the section? as it doesn't take much load?

What is the shear and what is the shear stress with and without the hole? Make sure they don’t field burn a 5" hole to be sure they have a 3" hole. It would be pretty easy to shop drill a couple 5" x 12" x .5" pls. and weld them in place as both reinforcements and drilling templates.
 
thanks dhengr, good point about the steel coupler, should I get them to paddle weld as well?
this pipe is perpendicular to the header so shear not an issue, they want to drill a hole in the flange,
