Are there any of the shelf connectors that can change pinouts by twisting them. I am looking to the change wiring configuration on a cable by utlizing a connector in the middle that I can either twist or pull and then twist to change the pinout. For example if I have pin A from one end going to pin 2 on the other end, i would like be able to twist a connector in the middle where now Pin A will be going to Pin 1 on the other end.

There are some two-pin connectors that are of such old design that they could be connected in either of two possible ways. An example is the original non-polarized two prong plug used in North America.

Virtually 100% of modern connector have indexing and keying as a fundamental design requirements.

Another roadblock to this concept is that the symmetry of the connector body (assuming no indexing) will define the alternate alignments. The chances of such topological accidents meeting anyone's project requirements is very low.

Whatcha up to?

Anything can be done.. But for what? Seems like you have a "unique" need.

I want to able to switch voltages to power differnt loads that i have connected. so for example.

Input Output
Pin 1 (10V)---------------Pin A (10V)
Pin 2 (5V)----------------Pin B (5V)

Pin 1 (10V) ------\/-----Pin A (5V)
Pin 2 (5V) -------/\-----Pin B (10V)

I want to be able to do the switch within the cable harness (ideally pulling in the middle of the cable and twisting it so the pinouts cross)

If it's just swapping two pins, then wire in a DPDT switch (wired in the traditional manner to swap the two pins).

Beware power supply capacitors, etc.
