Pickling & passivation is required for API 650 SS storage tank bottom plate soil side weld joint butt weld configuration without back strip or not

We have API 650 stainless steel storage tanks of 3m and 4m dia bottom plate having butt weld configuration without back strip.
The weld joints on soil side required Pickling and passivation?.
Soil side no painting.
