Is there any phase sequence checker for voltages at 4160V or greater? I have a contractor pulling cable underground and we are having a heck of a time figuring out why our phasing is incorrect.

Yes it is available in the market. It operates on capacitive devider principle. There are three HV tester sticks to which the phase sequence meter is connected at end.Due to capacitive devider the voltage at the meter is hardly 100 to 150V AC. The sticks designed for lower voltage should not be used to measure phase sequence of higher system voltage. Further the other end of stick should be firmly connected to ground point ( station earthmat.
