Pharmaceutical Manufacturing procedure

Hello, Hope everybody is doing well,
I have a prospect project in the manufacturing procedure of a high API percentage and low API percentage, in one tablet formula,
The question is, what is the suitable manufacturing procedure to obtain perfect distribution of low percentage API, in the mixture.
There is an idea of dissolving the API in the binder solution, but I feel I can't control the process in the pilot scale, where it could lead to misleading indication for scale up.

Talk to third party familiar with tablets.
You may want to consider dry mixing process.Based on experience with aspirin and starch.Loss in weight feeders, screw mixer, compactor, granulator, sieve, mixer.
