Permeablity of NC clays vs Overconsolidated clays

I am searching for data on the difference between the permablity of NC and Overconsolidated clays. One would expect that NC has a higher permeablity than the OC clays. Is that right? Not considering the fact that the OC clays could be fissued and have a higher mass permeablity. Thank you for the feedback in advance.
 
The permeability of a given clay is governed by the void ratio, which is in turn governed primarily by the preconsolidation stress, and only secondarily by the OCR.

For a given void ratio, I wouldn't expect OCR to have any measurable effect. For a given overburden stress, the OC material has a higher preconsolidation pressure, and therefore lower void ratio and lower permeability.

Which case are you talking about?
