We are fabricating some 2" XXS PED CAT II piping. For elbows, we are trying to buy SA-106 seamless from a PED approved vendor with an approved QC system in accordance with Ann. I 4.3, and have someone else bend the pipe into elbows. Would this satisfy the material requirements listed in the PED?

Yes, provided the company doing the bending is qualified as well - I think its wise they issue an amendment to the EN 10204 3.1 certificate, and show they comply to the PED as well (i.e. ISO 9001 certified, traceability covered, etc.). Theyre changing mechanical properties. In case of doubt, propose the situation upfront to your NoBo - we recentley had a similar case where we had to justify some awkward decisions afterwards, and show compliance to the PED. That's a pain in the &*^%.
