Panel to be flushed?

We plan to install I-line square D distribution panel (208/120V,3-Ph, 400A MCB) in a storage. The owner wants this panel to be flush mounted. My understand...if the distribution panel flush mounted, the breakers in panels shall be exposed. Is there a way we can protect people from accidentally turn off breakers? Do they make distribution panel flush mounted with door? Thanks!

anbm, davidbeach is correct.

In your case, you are planning to install I-line Square D Distribution Panelboard, I have check this type of panel in the Schneider-Electric website and clearly shown on their CAD drawing that it has hinged type steel door. Also, there are options for the distribution panel to be installed on the wall either flush or surface mounted.

In addition, it has 3 point escutcheon flush lock with NSR 251 key, therefore, personnel cannot accidentally switched-off the main and branch circuit breakers, unless they are authorized to do so.

I found it, digest book #174 page 9-20, HCM panel
D option for door and F for flush mounted.
