LV Switchgear or LV Distribution panel or MCC - IEC

At the same voltage level, we have an LV switchgear supplying power to another panel. This panel could be an LV distribution panel, LV switchgear, or MCC. What criteria should be considered when deciding whether the panel should be classified as an LV switchgear, LV distribution panel, or MCC?

I have the following opinion for your consideration.
1. In the IEC world, these LV boards are covered by the IEC 61439-...,which are rated <1 kV ac or 1.5 kV dc.
2. For LV gears , e.g. ACB, MCB, MCCB, contactors etc., are also based on <1 kV ac or 1.5 kV dc.
