Painting Graphite

I have a special application that I need assistance with. I need to paint or seal coat graphite blocks that will be used in a nuclear reactor. These will be submerged in a nuclear reactor pool environment. The coating must have a low boron content. Do any of you have recommendations on types of paint or coatings that adhere well to graphite and can be submerged in water for long term (decades).

I've heard of doing an overmold using PPS materials, but those were parts about the size of a US quarter dollar coin. I would imagine your blocks are larger and would require too much material to make this cost effective.
