Piping codes allow some short periods of operation above design pressure/temperature, but the components like flanges need separate consideration.

When I look in ANSI B16.5 (1.2.2) it refers to ASME boiler code for over pressure limitations.

Where in the ASME code are the rules about operation at a pressure exceeding design ratings? The best I can find is 16% over pressure when safety valves are discharging.

pipign : B31.1 see paragraph 102.2.4
15% overpressure less than 10% of any 24 hr period
20% overpressure less than 1% of any 24 hr period

and B16.34- valves- only allowed 10% overpressure when relief valves are lifting.
