Start with a 36" flange from MSS SP-44 or B16.47 and work from there according to the same rules as B 16.36
Or ask a flange vendor.
I don't think an official standard covers 36" class900 orifice flanges.
Or just tap a branch connection downstream the flange.

I would use the same as the 24" or maybe one size up looking at the other sizes.

Based on B16.36, it's safe to say that 1/2" (same as 24") is good. I'm not sure if one size up would be ok, since 4" to 24" are all 1/2". You'd think that there would be some differences between 4" and 24" in the TT (pressure connection diameter) if they didn't want to limit the overall size.
