In the paper "Evaluation and Modification of Open-Web Steel Joists and Joist Girders" (Broekmeier and Fisher), the authors account for the stresses that exist in the members due to dead load if the member is not shored when reinforcing takes place. Yet in their discussions on the welds, in particular the weld of say a web member to the chord, it appears that they do not take into account the stress that exists in the weld similar to the web member itself. What am I missing? Why would the residual stress as they term it not be in the weld and the additional weld added take this into account similar to what they do with the member?
