Offset Surfaces

I am trying to do a surface offset of a thin wall panel. but some of the faces will not work, with a "The result cannot be assembled because of a current or permanent restriction .... Change value or modify input body" message. This shown in the pdf ... the faces/areas on the part which will not offset are in blue. Also, how do you select all of the facets of a face of a part in one go in CATIA?

Other than using a smaller offset distance, you probably will have to go in and clean up (delete and rebuild) the surfaces in the areas that won't offset. Also look for areas with small radius of curvature, bad continuity, etc. - surface analysis might help.
