Occupant load of a ballroom prefunction

I have a ballroom in a hotel on the third floor. What occupant load should I use for the prefunction area? For the ballroom I am using .65sqm per person per NFPA 101. The only reference I can find is for waiting spaces and that factor is .28sqm per person. That seems quit high. Should I use .65sqm per person?

ASHRAE 62 default occupancy requirements for a Lobby/prefunction is 30 people/100 m^2.

There is also a note that states, that number shall be used when actual number is not known. That note may apply to your codes as well. Can you get the actual number from the architect?

You would expect the occupant density in a prefunction or waiting area to be much higher than in a large room. After all, those people are waiting to "flood the ballroom" which is much larger.
