1. I don't know about oxygen enrichment, but state of the art diesel engines use a technique to reduce oxygen concentration in intake air to reduce the amount of nitrous oxide being produced. It's called Exhaust Gas Recirculation, and is used on all modern diesel truck engines in production with the exception of Caterpillar.
2. As far as compressing air before the intake -- that's only been going on since the 1950's, when Cummins begin using turbochargers on their engines.
