NX8.5 Part file history - unusual program listed

When I look at part file history I would normally expect to see messages like this under Program column
Part renamed from
STEP203TOUG
Refile Part

Could anyone explain what this type of message is

NX 8.5.3.3<!<AP203PKG>!>
