NX1872 cut and paste notes

I am working in NX1872.
I simply want to copy notes from one drawing and paste them into a different drawing in a different file.
When I copy them I select only the notes, but when I try to paste them it appears that I am also pasting the drawing itself.
I have a feeling this has to do with what view is WORK-ACTIVE, but I do not know what to do about it.
How can I easily copy and paste notes from one drawing to another ? This WORK-ACTIVE thing is driving me crazy !

I can copy and paste the notes if I use CNTRL-C (and CNTRL-V) instead of COPY and PASTE, but I would like to know why that is.

I ran a quick test on NX 1919 (the closest installed version that I have to yours) and it worked without issue using either the keyboard shortcuts or menu commands.

Are you working with new drawings that were both created in 1872 or are they older? For a while before the drawing template tools were released some people used custom symbols for the title block. Perhaps the text is part of a custom symbol and NX grabs it all when you copy/paste?
