boy that's a loaded question
fully depends on a number of things.
per code, your nozzle can be slap dab in the middle of the seam if you follow it's rules for nde/radiograpy and have designed for it.
in the real world, it is best to have it one nominal nozzle size between the center of seam and center of nozzle so there are no problems with reinforcement overlap.
as a minimum for exempt nozzles, I like the welds to clear each other by at least an inch.
but if physical limitations exist, you can have the nozzle in the seam
