I'm arranging to have some 2 7/8" thick plate normalized at a local heat treater. I've specified it to be held at 1650 F +/- 25F, held for three hours and cooled in still air. Will that cover it?
One more question, in your opinion, would it be a mistake to have this material cut to the exact size prior to the normalizing operation? I am aware it will be out of flat, after heat treating but I'm going to roll it, so that's not an issue, however is shrinkage likely?
Personally, I don't like to work with exact sizes especially if a component will be subjected to re-heat treatment. Leave a little material for trimming after roll forming to match the contour of the vessel, and for improved fit-up. To answer your question - this heat treatment should not result in any appreciable changes to dimensions (volume) other than flatness, as you described.

Once again, thanks. I've also spoken to the technical person at the heat treater, and, he concurs, that any dimensional changes will be minimal, and, he thinks that if anything, it may grow slightly.

Yes, during boiler code week, most of the pertinent ASME B&PV code subgroups (Sections VIII and IX)and subcommittees meet. The code meetings are scheduled four times a year.
Side note, the NBIC subcommittee and main committee meets the following week (August 15-18).
