SA-516 Grade 70N

We have been tasked to quote pressure vessels using SA 516 Grade 70N. would you buy the material in the Normalized state or Normalize after the vessel is built? Would welding and forming (cold) have any impact on the normalization of the steel? Any help here would be greatly appreciated, when I became a CWI I try to stress that this by no means makes me a Metallurgist
