Non Pre-qualified Weld

Once in a while, we encounter a welded joint that is not pre-qualified (or shown in the AISC 9th Edition pages 4-152 to 4-173). Does this mean that we must assume the capacity is zero? Is there a way to calculate the capacity of a non-prequalified weld?

If a pre-qualified weld shows a butt joint, does this mean that the same weld should not be used on a tee joint?
