Get a qualified NDE technician to do your NDE tests?

I hate to be sarcastic, but really, did you read your company's official NDE and QA certifications manual for your company's welding and pressure vessel assemblies? If you are looking for something like "no more than 1 red spot per linear unit of weld" (1 red spot per 50 mm for example) then the answer is "no red spots after the developer has been wiped off"

Isn't a level II job to signoff supervised by a level III? if you are checking the level II job,
then you need acceptable criteria knowledge, then you study your or the NDE acceptable QA Manual.

Your design Code should spec the acceptance criteria for dye penetrant testing.
The NDE performed should be done using an accepted PT prcoedure, which shall reference the design code and acceptance criteria.
