Non-conductive flooring and ESD Flooring!?

Hey guys... Is ESD (electro-static dissipative) flooring non-conductive? I have an issue where the flooring being installed in a building has to meet a one megaohm per kilovolt standard and, on average, it's hoovering right over that limit (fails in some spots). There is concern on whether or not the flooring laid down was the correct flooring for the building (non-conductive is what was requested). Anybody know anything about this?

If it were entirely non-conductive it wouldn't dissipate ESD. You need some conductivity, just not much.
 
Would any of you think that applying an extra coat of the ESD flooring would increase the resistivity?
 
Seems like it would depend whether the floor started out as conductive or nonconductive. Which kind of flooring do you have?
