Nominal thickness for impact test 1

What should be the nominal thickness to be used to determine whether impact testing is required or not, for WN flanges. In ASME B31.3 Fig 323.2.2A note 6 says, "For blind flanges and blanks, T shall be 1?4 of the flange thickness." Is it the hub end thickness or the flange thickness to be used?

 
Wonder why the code addressed only blind flanges and spacers in the note.
 
I think there may be a reasoning for the code saying only blind and spacers. They are pressure containing components as against the ring of a WN flange and therefore the inclusion of only those components.
 
See Appendix J: T-bar is the nominal wall thickness of pipe.

T-bar of blind flanges and blanks would be undefined if not for Note 6.
