Hello, good day! I just want to ask if is it possible not to apply hooks on top beam to support a stair as well as hooks for the main bars on the side? It has its own foundation. We did forgot to put some dowels before concrete pouring so is it possible for us to just drill it and put concrete epoxy or might as well remove it to replace with another beam, half of its length is cantilevered and half is fully supported. The top of the stair is 1 meter only from the FFL.

It may be possible to drill and epoxy bars in. This will depend on your epoxy product and how deep you can drill.

However, you need to get this approved by the original designer, not by us on the internet.
