Suggest you contact Professional Engineers Ontario directly - . On the left hand side you will see a list of topics - click on "Licensing and Registration". They have a section on FAQ - and it gives the education/technical requirements. You'll also be able to find the tel number/email address of person to contact - usually if you download the Engineering Dimensions - and look in the first few pages for names of contacts.
