New nozzle attachment

Hello all,
I have a vertical tank that was constructed to API 12C code and it is used to store bearing cooling water. It is 9'-6" dia x 12'-0" high and capacity is 42 gallons, and not pressurized. I would like to weld a 3" weld neck flange (return line) to the head and would like to know:
1)Is NDE reguired by the code?
2) What are the rules of API 12C governing the welding of nozzles to tanks?

Please refer to API 653 for alterations to the tanks designed per API 12C, API 650.

That works out to 6,300 gallons or so.

Yes, theoretically, you should follow procedures of API-653.

In some cases, government entities may require conformance to API-653. But this would normally apply to petroleum tanks, not to water tanks.

Realistically, on a tank of that size, stresses are very very low. It won't much matter how you weld it, as long as it doesn't leak. Whatever reinforcing is required for the nozzle is inherent in the excess shell thickness already in the tank.
