Neoprene Latex/Austenic SS Corrosion

I am experiencing corrosion on ss contained within a neoprene latex protection boot. I'm not an expert, it appears like an intergranular crystal growth. The SS is not under tensile stress (perhaps some residual). I am speculating there are chlorides being released from the boot but there is little moisture available. Could crevice corrosion take place in this contained but "dry" environment? Has anybody else experienced this problem with a protective cover?

Neoprene is also known as polychloroprene, so I think your speculation regarding Cl- is worth pursuing.
 
You will only get corrosion when you have an electrolyte that will conduct electricity. If you have a poorly made Neo part and a bit of moisture you will be in trouble.

If the attack looks like it is along grain boundaries then you should have a sample examined by a lab. It may be sensitized (not properly annealed) this greatly increases the risk of corrosion.

Unfortunately as of yet I have not been able to obtain a sample for lab analysis, only a low res picture. The corrosion is a "fuzzy" growth and not strongly adhered. Would passivation help? thanks for your quick comments.

Do you mean passivation of a new part for the same application? Was this part not passivated?

If this part was not passivated, then yes, it improves corrosion resistance.
