I have a pump that is used to draw liquid out of a tank and pump it through a tube. I need to place a dispensing valve on the end that allows me to control the amount of fluid that is dispensed out of the tube. It needs to be able to control volumes as low as 400 microliters and be electrically actuated. does anyone have any suggestions?
 
May google for a tubing flow control needle valve with a actuator for your application.
 
Are you trying to dispense a fixed volume or a fixed flow rate?

400 micro litres or 0.4 ml?( 400 x 10^-6 l?) is a very small amount, but what is your flow rate?

You need to look at laboratory scale equipment.

A fast acting solenoid valve might be your best option to "pulse" a small volume for a fixed or variable amount of time and use a needle valve to set the flow rate.

Would probably need a bit of trial and error to get the timing right and you need to think carefully about your repeatability and accuracy requirements.
