Need advice on how to aproach this problem

Hi, just practicing with solid edge so i decided to model a fan that i own because i thought it would be a good learning excersise, its going okay but i really need advice on how to model these molded plastic bit (see attachment to see what i mean) i was thinking using surface modeling and then somehow cut this detail in, but im not really sure how.

any advice would be great,

Is the vertical "border" plane parallel to the other side? If so, you wouldn't need surfacing tools, just a plain cut through everything, then reconstruct the smaller cylinder. I think it would be easier that way. Then, add the ribs with an array function (don't remember what's the exact name of the tool).
