We had contractor A start replacing some tubes on a Steam boiler, contractor A did not finish the repairs (had to leave plant unexpectedly) and a sister company of contractor A with their own R stamp is going to complete the tube replacement. My questions are how should that be handled as far as the R plate, AI, and documentation?

If both companies have separate R- Certificates - Contractor A needs to submit a Form R-1 for repairs performed up until the time contractor B (sister company) takes over the work under their R-Certificate program. If both sister companies are under the same R-Certificate no issues and only one Form R-1 is needed after the job is completed.
