MR connection-cantilever beam to a cantilever column web

I am currently working on design of a monopole structure. The vertical cantilever is made of a wide-flanged I-section. Cantilever beams need to be connected to the cantilever in both directions. Moment-resisting connection of the cantilever beam to the flange of vertical I-section is ok. However, cantilever beam connection to the web of vertical I-section is worrying me a bit. Considering that this monopole structure is to be built in California, I would like to hear from anyone any comments, suggestions about the connection detail and its seismic performance. Any comments on overall structure layout is welcome as well.
 
I would recommend horizontal stiffners welded to the inside of the flanges both sides with full pen. welds to the beam flanges. The stiffners are welded to the column with two sided fillet welds. I then weld a vertical shear plate to the column web and bolt it to the beam flange. I have used this detail a lot in seismic zone 3.
