Someone moved a single component (a shim pack) and when he did, all of the other shim packs of the same type in other areas of his tool, moved as well.
When I had him go to "Move Component" I did not see anything like make associative or automatically find same types or anything like that available. Does anyone have an idea why the other components would have moved as well instead of just the one he selected?

Are you sure that he used the 'Move Component' function in the Assembly file? It sounds like he went into the detailed part file of the 'shim' and moved the actual solid model. Now if he had done that while in the context of the Assembly, it might feel like he was only moving the Component but he would have actually been moving the solid body. Now if he had actually used Assembly Constraints to position the Components of your Assembly then it's possible that this would not be an issue.
