Modular aerodynamics simulation

I am looking for a solution for modular aerodynamics package that will allow me to create specific flight profiles on a per aircraft (fixed wing only) basis.
This external framework/system will include failures as well as "best guess" methodologies in order to compensate for missing data.
Performance charts from aircraft manuals will be used as the basis for the beginning phase of each setup and then, tweaked using some sort of UX.
this must be written in C++ using a DIS methodology... or using simconnect.
the sims in question are MSFS and P3D with a possible XPlane involvement though that last is non critical

I think you want to create performance models to use in those programs. Not sure what "modular" means. What modules would it have?

Seems like someone must have written a program to generate the correctly formatted MSFS performance file already. This may be a place to find them:
