Modifying F-button functions?

Yep I tried that but I can't chance F-buttons. Almost all other I can. For instance Slice Graphics is originally F7 and if I try chance it program gives me a message "The F7 shortcut cannot be assigned or modified because it is reserved".
There is some kind of lock added to these F-buttons. Maybe there is somewhere small box where I have to add cross in and then those are alterable? Or is there somewhere a text file where I have to change yes word to no or something? Or is there somewhere function which I can use for resetting(clearing) all quick button settings.
