Modify Object Locally Without Checking out

Hi,

Do any one have an idea how to modify an object without checking out using Creo/Toolkit application same like the option (Continue with Modifications : ability to save but not to upload modifications) in PTC Creo Parametric.

Suggest any suitable functional API if possible.
