Modelling Adhesive

Can adhesive be modelled when only the Tensile and shear strength is known? I am wondering whether you could create a material in 3d and model the adhesive as a 3mm slab under the structure in question, ready for analysis

It is possible to model an adhesive, but the properties are usually non-linear. With the information you have, you could estimate some linear properties, but I suspect your results would not be very good if the failure location is expected to be in the adhesive. If you are trying to model an adhesive failure, I would say you can't do it accurately with the properties that you have.

Modeling of adhesives is discussed in Ahmad's Handbook of Optomechanical Engineering in the chapter by V Genberg. Usual application is in thin layers bonding parts for low stress.
 
There is a FEMCI article on the modelling of adhesives.
