minimum temperature of A106 piping

Table 323.2.2A in B31.3 shows that A106 CS Pipe minimum temp to -20F is only good to a certain wall thickness. As the wall thickness increases the allowable temp gets warmer.
Is this dependant on coincidental pressure and can deviations be allowed for short periods of time.
 
Your answer lies in the provisions of clause 323.2.2. Work your scenario through and see what drops out.
