minimum exterior walkway step height

I am evaluating a sidewalk which has one side adjacent to a public building and the other side abuts a street/parking lot for code compliance. The step up from the pavement to the sidewalk ranges from 3-3.75 inches. Does anyone know if this is a code violation? This is located in Ohio and is not along the "accessible path" for the building. I am familiar with the 4" step minimum in a building egress path but need to determine if there is a similar issue for a step down from a sidewalk to a street leading to parking. Any pointers would be appreciated.
