mill heat certificate

as a qc recieving inspector please let me know how to review the mill heat certificate for carbon steel(4145) material and 4130 material and what all need to be checked. lets say for weld neck flange and pipes (4145) and solid bars(4130).

If you are buying to a material or product specification you should, as a minimum, inspect to the same.

You need to review your Quality program and understand the basics for receipt inspection. If necessary receive some outside training.
