Mil-STD-3040 procedures and welder qualification

we're putting a WPS together for a military standard 3040, pretty clear on the PQR requirements, my question is I don't see any note if the welder who made the PQR test plate welds which require xray as a part of the qualification process for the WPS would also be qualified production welds.In AWS and ASME the welder that produces the PQR sample automatedly is qualified for production work and is not required to take another test .
 
That's one military standard I'm not familiar with.

Each welding standard has its own specific requirements. What is permitted by one may not be permitted at another. I can't comment on a welding standard that I haven't reviewed and isn't available to the public.
