Mechanical shoe seal -Rim Vent

Hi all,
Should Rim vent breather valve for floating roof with mechanical shoe type sealing be installed before or after Hydrotest?

All the works of Sealing are installed up to hydrotest.

Tank height 21900mm, OD 37700

Product: Naphta

It's not under pressure from the hydro so up to you.

I would do it before. but that's just me.

I think rim vents are vestigal and serve no purpose, so install them anytime, or not...
