Mechanical Safty Switch for Carousel

I'm looking to install a mechanical safety switch to detect a tool carousel within our machine. The carousel is about 23" in diameter. I would like to park the carousel within a 1/4 turn then detect any movement with some mechanical switch that will time-out the machine.
Due to budget constraints use of optical sensors are not an option.

Do you thing I am on the right tract or should I be looking at another way of detecting the movement of the carousel?

How about using a proximitiy sensor and a target of adequate size on the carousel to give you the "slop" you desire.
