Measuring Pressure Drop across device

I want to measure the pressure drop across a device. The system is 3/16" ID/7/16" OD poly tubing and the fluid is water. The device penetrates the fluid with a 1mm wide paddle. The flow rates will vary from 2ft/s to 12 ft/s. It is desired to build a simple manometer but I don't want the manometer itself (the penetrations to the poly tubing) to create a pressure drop itself. Any recommendations?
