maximum thickness t < d/2+ 1/16 for a simple shear connection?

I understand that the maximum thickness t of angle, plate or beam web (the thinner one) must be less than d/2 (half of bolt diameter)+ 1/16" for a simple shear connection. It's to have some ductility for the connection.

where does t< d/2 (half of bolt diameter)+ 1/16" come from? is it somewhere in the Steel Construction Mannul?
