Maximum Base Metal qualification - PQR 1

There are several confusing sections in ASME Section IX and I'm in need of some help with the question noted in the subject line above. This falls into a 2 part question as one affects the other.
1. I have a PQR that was Qualified on a 6" schedule 80 304 coupon. The thickness on the PQR was .875.
What is the thickness range that this PQR is qualified??
The note in QW451 states the Max is 2T. Another note in QW403.2 states that the maximum thickness qualified is the thickness of the coupon.

2. The WPS states the base metal range from .1875 to 1.7500.
In reality, this should be limited to the Maximum thickness of the PQR? If the 2T applies and I am good up to 1.750

I thought it was. I submitted a PQR & WPS written in Welding Pro Write with the ASME Code checking portion on.
The material is thicker that they need welded but falls within the 2T. They questioned that their work would have to be with a new WPS & PQR based on the thickness limitation. (They also said that 12" sch 160 pipe has a 1.875 wall thickness!) I believe its still 1.312.

12" diameter x sch 160 is indeed 1.312" nomininal wall.
